HYDERABAD: In the best traditions of the Scotland Yard, this too is a hush-hush affair. The planning is on the lines of the police activities in some of the US and British cities. And this is happening in Cyberabad.
Armed with a vision and a dream, the Cyberabad police has launched a first of its kind exercise in the country — to get an International Standards Organisation certification.

And they have set themselves, with some circumspection, 2005 as the target year to achieve this goal.
Drawing on the best practices of Scotland Yard and police forces in other developed countries, the Cyberabad police have prepared a plan to acheive ISO certification. In the process, it wants to turn itself into a force that remains value-based and people-friendly by building partnerships with the community.
To achieve this end, the Cyberabad police have prepared a mission statement that sets out the goals for every policeman and woman in the force. To start with, an exercise to increase the self-esteem of the men and women in khaki has begun. They are out to dispel the popular opinion that a constable is ‘lowly’. What a constable is elsewhere in the state, is now a ‘constable officer’ in the Cyberabad police — an effort that aims to break the barriers of hierarchy.

And over the past few months, the various ranks of police staff have been encouraged to give suggestions for achieving the mission instead of merely taking orders from the top.
It is learnt that the Cyberabad police, with assistance from academic experts, are developing a business process re-engineering for all core activities and transform all activities from task-oriented to process-oriented ones.
For every work — small or big — a process is being developed in each police station and finally the best processes would be compiled into a manual for implementation. Processes like how to deal with people who come to the police and those who do not come, witnesses, opinion makers, policy makers and pressure groups are being looked into.
The mission, one Cyberabad police official said, is to be “a leader among police organisations with world class standards of service delivery and make Cyberabad a safe haven for people.�
